Mr. Michikazu Chihara is a Senior Manager of Global Relations at NEC Corporation in Japan. He currently serves as a leader in the Consumer Confidence Issue Group of GBDe (Global Business Dialogue on e-society), of which NEC is one of the major members since 1999. He has been involved in the promotion of cross-border e-commerce and the establishment of the safe and secured infrastructure for cross-border e-commerce.

Prior to his current position, Mr. Chihara had long been in charge of overseas marketing and sales of wireless communications infrastructure equipments and terminals.

Mr. Chihara graduated International Christian University in Tokyo with B.S. degree in inter-cultural communications.

Mr. Yin joined NEC China in November 2010. In May 2011, NEC China and Neusoft founded NEC Neusoft Information Technologies Company Limited (NNIT) and Mr. Yin was appointed as the General Manager of NNIT. In this joint-venture, Mr. Yin utilizes the advanced Cloud-computing technologies, abundant sales channels and industrial experience from its parent companies to provide SaaS/PaaS/IaaS Cloud-computing services to manufacturing, distribution and service industries. Mr. Yin is responsible for the development of new products, channel sales and service delivery.

Prior to NNIT, Mr. Yin worked at Hitachi Software Division JP1 Global Business Center as an assistant General Manager. In this position, he was responsible for the development and implementation of business strategic plans and the sales of JP1 Integrated System Management software sold in the banking and telecom companies in China.

Mr. Yin also worked for NTT Communications Company in Japan as a project manager after he graduated from Waseda University. In this position, he was responsible for the planning, design, and sale of B2B SCM solution to NTT’s SI partners.

Mr. Yin received his Master of Science degree from Electronic Communication Department of Waseda University in Japan in 1997.

Dr. Yuan-Kuang Tu served as President of Chunghwa Telecom Labs. from May 2009. Prior to the current position, he was the Senior Managing Director of the Corporate Planning Department of Chunghwa Telecom from May 2007 to May 2009, in charge of strategic planning and new business development. He served as Vice President of Chunghwa Telecommunication Laboratories from March 2006 to April 2007, in charge of value-added services, multimedia, security, and enterprise solution development. He had been with TL since 1981, served in various R&D and project management positions. His professional fields include photonics, optical communications, access networks, broadband networks, and network evolution architectures.

Dr. Tu received his B.S., M.S. and Ph. D degrees in Electrical Engineering from National Taiwan University in 1977, 1979, and 1988, respectively. He held 20 patents in Taiwan, and has published more than 60 technical papers in the journals of the fields of electronic devices and photonics. In 1989, he visited Bell Labs. as a visiting scientist for 6 months.

In 2002 he received the Distinguished Electrical Engineer Award of Chinese Institute of Electrical Engineering. He was awarded the Distinguished Executive in Business Management of Chunghwa Telecom in 2008. In 2010 he was honored as the R&D Management Innovator by Ministry of Economic Affairs of Taiwan in the 18th Industrial Technology Advancement Award.

Currently he is a member of IEEE (Photonics & COM Soc.), Chinese Institute of Engineers (CIE), Chinese Institute of Electrical Engineering (CIEE), Optical Engineering Society of ROC, and EDMA, and at the same time serving as Board Member of CIE, CIEE and EDMA. He was the General Co-Chair for APNOMS 2011.

Mr.QingXing (Kevin) Yang is a senior adviser to China Electronic Commerce Association (CECA). He is also director of Beijing EC Trust Center.

He has worked in Beijing University of Aeronautics and Astronautics, Lenovo Group and Golden Credit Rating Company. He is now general manager of Beijing Cheng Tong Online Business Management Consulting Company.

In 2002, as a project management expert, he participated in a pre-research project of "credit information system" of China central bank.

2003-2005, he was responsible as the technology director, and chaired the "Pilot Project of Social Credit Service System" of National Development and Reform Commission.

In 2004, he helped launch the "China e-commerce Credit Union". He is the only credit management director of the union.

In 2006, he began hosting Beijing EC Trust center. With his team, he led the integrity evaluation of hundreds of e-commerce businesses and certification of more than 6,000 e-commerce businesses.

His has accumulated a wealth of experience, include research and practice in information technology, project management and credit management.

Dustin Andaya is the Chairman of the World Trustmark Alliance (formerly Asia Pacific Trustmark Allicance), a leading organization of Trustmark providers from different parts of the World. Concurrently, he serves as Chairman of Qartas Corporation -issuer of the Sure Seal and Sure Pass Trustmarks. in the Philippines.

He is also the founder and Chief Executive Officer of islandrose.net, an online retailer considered to be one of the leading e-commerce websites in the Philippines. It has represented the Philippines as a best practice model for use of information technology for small and medium enterprises through the International Trade Center (ITC), an agency under the World Trade Organization (WTO). Island Rose is also a favorite e-commerce case study in leading educational institutions in the Philippines.

In 2008, Dustin Andaya was awarded the Agora Award for Marketing Excellence by the Philippine Marketing Association and in 2009 he was an Ernst & Young Entrepreneur of the Year Finalist.

Dustin Andaya has a Master Degree in Business Administration from the University of Bath in the United Kingdom and is a regular speaker in international e-commerce related forums. He is also a board of director in the Philippine Internet Commerce Society and a practicing management consultant under Superius Corporation.

Dale Wright took over as the Foreign Commercial Service (FCS) Standards Attaché in Beijing, China in October 2010. In addition to cross-cutting standards issues, Dale is also in charge of the information and communications technologies (ICT) sector. His previous posts with FCS include: Standards Attaché in Mexico City, where he was also in charge of the medical device/pharmaceuticals portfolio; Commercial Officer in Tokyo, Japan, also where he had responsibility for the medical equipment/pharmaceuticals portfolio; and, four years as director of the U.S. Export Assistance Center in Sacramento, CA assisting Northern California companies to export.

He brings a wealth of international trade experience, having been in that field since 1983 when he went to work for the Mississippi Department of Economic Development as an international trade specialist for the Far East. He had similar jobs with the State of California, first as an international trade specialist for the California World Trade Commission, then serving two years as deputy executive officer of the California Agricultural Export Program. Immediately prior to joining the U.S. Commercial Service in 1998, he spent seven years as founding manager of the Sacramento Center for International Trade Development, an international trade consulting organization funded by the California Community College System. His private-sector experience includes four years as Senior Copywriter at an advertising agency and one year as a member of the Personnel Department for Mitsubishi Corporation, both in Tokyo, Japan.

A holder of a B.A. degree in East Asian Studies from Wittenberg University in Springfield, OH, and an M.A. in Japanese language from Washington University in St. Louis, Wright is fluent in Japanese and has a working knowledge of Spanish and Mandarin Chinese.

Dr. Jessica Chou directs R&D for five research centers at the public policy think tank 21st Century Foundation: Digital Convergence, Bio-Agriculture, Global Health, Innovative Governance, and Knowledge Economy. She also teaches Social Informatics as an associate professor at Yuan Ze University and advises the National Communication Commission of Taiwan. In 2004, Dr. Chou was appointed Chairperson of the Taipei City Government’s Research, Development & Evaluation Commission, where she oversaw the M-Taipei Initiative, the world’s largest municipal wireless network at the time of its development in 2006. On her fellowship, she will focus on broadband and new media development; telecommunications/IT policymaking; industry innovation; and regulatory oversight.

Takeshi Kamise joined NTT DATA INSTITUTE OD MANAGEMENT CONSULTING, INC in 2003 and engaged in numerous research and consulting projects for both government organization and private companies. Recently his work has focused on public sector reforms by using ICT, such as cloud computing and national citizen ID. His publications includes e-government, open-data(open government) and the role of CIO in public sector.

Takeshi Kamise earned Bachelor of Laws from Tokyo University in 1994 and Master of Science in Biology in from Columbia University in the City of New York in 1997.

He encountered Great East Japan Earthquake at Sendai in March 11th, 2011. He survived there two nights suffering from blackout and lack of food. He also realized the strength and the fragility of ICT in the case of emergency.

Mr. Akimoto is General Manager of Platform Strategic Marketing Division of NEC Corporation, responsible for marketing and product planning of platform products such as servers, storages and network systems.

Business carriers: He joined NEC in 1980. Since then, he engaged in development and system engineering for public network systems including public switching, ATM and routers until 2000. During this period, he stayed 4 years in Argentina and 2 years in the U.S.A. From 2000 to 2008, he was appointed for several management positions of enterprise network business for PBX, VoIP server and networking equipments. During this period, he stayed 2 years in the Netherlands to start up NEC Unified Solutions. From 2008, he has appointed to the current position.

Mr. Kajiura joined Hitachi, Ltd. in 1981 and engaged in the development of the engineering work-station. He also developed several products, for example, a tablet PC, a postal automation system, and a banking system. He became Director of the Business Incubation Division in 2001, and later became involved in ICT Policy from 2003.

Mr. Kajiura earned a Master of Science degree in Computer Engineering from Nagoya University in 1981.

Kul Wadhwa is Managing Director for the Wikimedia Foundation, the nonprofit organization dedicated to encouraging the growth, development and distribution of free content worldwide. The Wikimedia Foundation's projects include Wikipedia, one of the top-five most visited websites in the world.

Kul develops and executes business development strategies to distribute Wikipedia's popular content to more people, in more ways, around the world. Currently, Kul is exploring business relationships to better distribute Wikipedia content via mobile devices as well as through other channels. Kul was previously the business and partnerships manager at Stanford University. He has more than a decade of management and business development experience, including senior roles at CyberTrust Japan, B.U.G. Inc. and Pangea2, where he worked on deals throughout Asia, Europe and the Americas. As founder of Cybertrust Japan, a leader of digital certificate encryption, Kul secured backing from NTT DoCoMo, the largest mobile company in Japan. Kul has also conducted economic research with the nonprofit global policy think tank, RAND Corporation.

Kul frequently speaks about Wikipedia and other Wikimedia projects, with a focus on new ways to extend the foundation's mission and ensure sustainability.

Panelists will provide 20 minutes presentation, and Q&A and discussion will follow.
