Japan Business Federation (Nippon Keidanren) Meeting
GBDe Overall Chair Mr. Enomoto and other Japanese members attended the meeting of Subcommittee on International Affairs, Committee on Information and Telecommunication Policy, and reported on activities and future plans of GBDe in 2009. They received feedback and advice from division leader Mr. Kato and committee officials about an expansion of activities and a name change from "e-Commerce" to "e-Society". GBDe will further facilitate its activities in the coming year to realize a better ICT society by cooperating with Japanese Business Federation and supporting APEC as Japan will be the host country for this organization in 2010.

The Global Business Dialogue on e-Commerce (GBDe) is pleased to announce its 11th Annual Summit and Gala Dinner, held at the Sofitel Munich Bayerpost on November 5th, 2009, in Munich, Germany.

This year, the Summit will provide a forum for members to discuss "a better future, safe and worry free," which is our 2009 annual theme. In addition, members will have the opportunity to talk about how e-business can be a vehicle for alleviating consumers' and organizations' concerns and help turn the experiences into positive outcomes.

The 2009 Summit in Munich is a unique opportunity for e-commerce leaders to interact with executives and policymakers from corporations, governments and non-governmental organizations.

Global Cities Dialogue 10th Anniversary General Assembly Meeting
Dr Shiino of Nomura Research Institute, Vice chair of the GBDe, attended Global Cities Dialogue 10th Anniversary General Assembly Meeting held in Helsinki on 2-3 November, 2009 as a guest speaker.

The focuses of Dr Shiino's participation were as follows:

(1) To confirm the current situation about activities of GCD and GBDe.

(2) To confirm agreement to increase the level of cooperation among both parties by encouraging active discussions.

GBDe will further facilitate the open exchange of opinions and views with GCD members.

Consumer Confidence Europe Meetings
On behalf of Consumer Confidence IG (CCIG), Mr. Chihara had a series of meeting with organizations in Europe to discuss future collaboration with GBDe:

(1)European Commission
Operates ECC-net (European Consumers Center Network), on which the concept of GBDe's promoting ICA-Net is based. Agreed to exchange information between ECC-Net and ICA-Net.

(2)Euro-Label Austria
Austrian member of Euro-Label trustmark alliance in which 7 countries in Europe take part. Agreed to interaction between Euro-Label and ATA (Asia-Pacific Trustmark Alliance)

(3)Le Forum des droits sur Internet (FDI)
One of the largest online dispute resolution service providers in Europe. Agreed to exchange information between CCIG and FDI.

CCIG will continue having dialogues with related stakeholders for further collaboration of cross-border efforts in online transactions.

Mr. Nagata attended the APEC Telecommunications and Information Working Group (APEC TEL 40) in Mexico. He gave a presentation about GBDe’s activities this year, focusing on International NFC Payments and Digital Home working groups.

While at the meeting, Mr. Nagata obtained valuable information about how APEC economies are involved in the activities of the ICT field. Discussions regarding security drew attention; cloud computing is considered to be effective in solving some future environmental problems, but security remains a growing concern.

GBDe will continue to share its activities with the APEC economies and make commitments toward establishing a better and safer society.

International Conference on U-City 2009
The International Conference on U-City 2009 was held in Incheon, Koreaon August 27-28, 2009, hosted by Ministry of Land, Transport and Maritime Affairs, Incheon Free Economic Zone Authority, and organized by Korea U-City Association. Dr. Shiino of Nomura Research Institute attended the conference on behalf of GBDe's Ubiquitous Network Society Issue Group (UNS-IG) along with U-City Specialists and Stakeholders including Government and Local-government Officials, CIOs, City/County Managers, Industry Leaders, Vendors, System Integrators, Service Providers, Developers, Professors and Researchers.

Main topic of the conference was "Advanced Future Eco-Citys Vision and Sustainable Models on U-City Concept". Dr. Shiino made a presentation titled "Using the Ubiquitous Network to Acheive a Sustainable Society".

APEC ECSG Meeting
The APEC Electronic Commerce Steering Group (APEC ECSG 20) seminar and meeting was held in Singapore on July 25-30. Mr. Chihara of NEC Corporation and Mr. Nagata of NTT DATA Corp. attended this meeting as representatives of GBDe.

At the Data Privacy Subgroup (DPS) meeting and the plenary meeting, GBDe provided information about their latest activities and the GBDe Summit in Munich, Germany on November 5th.

The Consumer Confidence Issue Group of GBDe addressed their continuous contributions for realizing the safe and secure environment for cross-border e-commerce transactions with International organizations and their economic situations.

GBDe believes that the message of better understanding and confidence for safe and worry free e-business world could get across to the participants.

CCIG Meets Qartas Corporation in the Philippines

CCIG Philippines Mr. Chihara of NEC Corporation, leader of the Consumer Confidence Issue Group, met with Qartas Corporation on behalf of ATA (Asia-Pacific Trustmark Alliance) on July 24. Qartas Corporation, founded by 6 entrepreneurs in the Philippines with a successful background in e-commerce, is the first and the only trustmark provider in the Philippines with the endorsement of the government. Qartas Corporation is willing to join ATA and ICA-Net (International Consumers Advisory Network). Their participation will be a great progress for ATA’s member expansion and ICA-Net, which now has 5 participating countries on trial.

BSC Meeting
The second BSC meeting was held on July 9th, which concluded a three-day GBDe-related event in Tokyo. At the BSC meeting, Issue Groups presented activity reports, future plans and schedules. Members exchanged Q&As in preparation for the upcoming Summit in November. Topics included approval of new members NTT DoCoMo, FOKUS and Symantec, and confirmation of affiliated members. As part of the final agenda, members engaged in sincere discussions regarding future GBDe policy. Members commented that the meeting was very fulfilling.

Consumer Confidence IG Meeting The Consumer Confidence Issue Group, GBDe's oldest issue group, led by NEC Corporation, held a group meeting on July 9th. The mission of the group is to discuss how to build trust between consumers and merchants in cross-border online B2C transactions. The key areas of discussion were TrustMark, ADR (Alternative Dispute Resolutions), Privacy Data Protection and Traceability. Experts in each area were invited to the meeting, and very active and fruitful discussions were had among members.

Digital Home IG Workshop

Digital Home IG Workshop The Digital Home Issue Group held a workshop on July 8th in Tokyo. Twelve distinguished speakers and 40 participants working in digital home-related fields participated in this workshop. In the morning session, the speakers shared their valuable ideas and experiences regarding how to apply IT technologies for home energy savings. In the afternoon sessions, we had a comprehensive discussion about personal healthcare. In addition, as an initiative to materialize our objective of promoting cross-border cooperation, we arranged a special stakeholder session to discuss the eHealthcare trial project at the end of the workshop.

International NFC Payments IG Workshop

International NFC Payments IG Workshop The International NFC Payments held a workshop on July 7th. Twelve distinguished speakers and 74 people working in NFC-related fields, including Japanese mobile network operators, Trusted Service Managers, financial organizations, NFC chip solution providers, handset manufacturers and service providers, participated in this workshop. International NFC application issues, particularly those regarding SWP NFC handset popularization and service provision, were discussed. We also had an announcement about cross-border trials, discussed practices regarding test, certification and interoperability problems of NFC payment applications, and sought out a "positive circulation" business model for further growth of NFC services.

APEC GBDe Overall Chair, Mr. Enomoto and Secretariat, Mr. Nagata paid a courtesy visit to Ambassador Michael Tay, Executive Director of APEC (Asia-Pacific Economic Cooperation) at the Headquarters.

Also attending this meeting were Ms. Irene Susan B. Natividad, Director of APEC TEL and Ms. Zaireen Omar, Director of ECSG. The discussion included collaborations between APEC and GBDe in the past and issues under current economic circumstances. This meeting was consequential in that APEC and GBDe discusses further how to create an environment where ICT can contribute to founding and establishing the better future.

2009 International Forum on Online Dispute Resolution

2009 International Forum on Online Dispute Resolution Mr. Mandai of ODR Room (Tokyo, Japan) participated in the "2009 International Forum on Online Dispute Resolution" which was held June 3-4 at University of Haifa, Israel on behalf of Consumer Confidence Issue Group (CCIG). Mr. Mandai made a presentation on ICA-Net, which GBDe's Consumer Confidence Issue Group has been promoting, in one of the session titled "Addressing e-commerce disputes". His presentation attracted much attention and interest and raised the recognition of ICA-Net among the participants of the forum. CCIG will continue supporting ICA-Net in its further global expansion with contacts which were obtained through Mr. Mandai's presentation in the forum.

Mr. Nagata attended the APEC Telecommunications and Information Working Group (APEC TEL 39) in Singapore. He gave a presentation of GBDe’s activities and of the Annual Summit at the plenary meeting. He also provided the latest status of SaaS over NGN in Japan for the industrial round table meeting.

Mr. Yamada from IPA, who is also a GBDe Sherpa, attended APEC TEL 39 as a Japanese delegate. He discussed IPA’s commitment to protecting children from harmful content on the Internet. APEC economies and OECD have acknowledged the importance of protecting children and agreed to continue to work on this issue.

GBDe has demonstrated its proactive collaboration with APEC TEL with regards to various ICT issues.

ATA MeetingThe meeting of ATA (Asia-Pacific Trustmark Association) was held in Singapore on February 27, 2009. Member organizations of ATA (Singapore, Vietnam, Taiwan, Japan, USA), observers from China and Thailand, and government officials of Japan and Singapore assembled and discussed the issues of trustmark activities. Mr. Chihara of NEC Corporation attended the meeting on behalf of GBDe's Consumer Confidence Issue Group (CCIG). ATA has joined GBDe this year, and CCIG and ATA will jointly cooperate for the further growth of cross-border trustmark program.

APEC ECSG Meeting, Singapore The meeting of the working group for "Establishiment of a secure and safe e-commerce marketplace" of ERIA(Economic Research Institute for ASEAN and East Asia) was held in Singapore (Feb. 26-27, 2009). Representatives of Singapore, Malaysia, Thailand, Vietnam, Japan, China(observer) and Taiwan(observer) discussed the issues for building safe and secure infrastructure for cross-border e-commerce in the region. Mr. Chihara of NEC Corporation attended the meeting on behalf of GBDe's Consumer Confidence Issue Group. The ICA-Net(an international network for handling consumers complaints of cross-border e-taransaction) , which GBDe has been promoting, has been incorporated in the discussion.

APEC ECSG Meeting, Singapore APEC Electronic Commerce Steering Group (APEC ECSG 19) seminar and meeting was held in Singapore from February 22-26. Mr. Chihara of NEC Corporation and Mr. Nagata of NTT-Data attended this meeting as representatives of GBDe.

At the plenary meeting on 26th, Mr. Nagata provided about GBDe's latest activities and the GBDe Summit in Munich, Germany on November 5. All ECSG participants of APEC economies were invited for GBDe 2009 Summit which overall theme is "A better future, safe and worry free!, Anzen & Anshin" Also, Mr. Nagata expressed the interest for the proposal from CANADA about “Global value chain project”. GBDe will try to collaborate with this project from traceability point of view.

Mr. Chihara exchanged opinions with representatives of the participating economies from the viewpoint of private sector in regard to the cross-border privacy rules system.

The first BSC meeting was held in Taipei, Taiwan on February 13th. The theme of 2009 was determined to be "A Better Future, Safe and Worry Free!Anzen & Anshin"
Participants agreed Issue Groups will experiment by holding cross-border trials and take action through discussions with stakeholders. Actual projects and experiences will be reinforced this year in order to bear fruit as GBDe activities in the future. The Annual Summit will be held on November 5th, in Munich, Germany.
